The Health & Social Care Apps Dynamic Purchasing System (DPS) provides a compliant and flexible route for UK public sector organisations to procure clinically assured, condition-specific digital health apps and web-based platforms.

The DPS supports the safe adoption of digital tools across health and social care, enabling organisations to deploy apps that support patients, clinicians, and non-clinical staff across a wide range of conditions and care pathways.

All apps available through this DPS have undergone an independent clinical safety and assurance review and must maintain a minimum quality threshold to remain eligible.

The Health & Social Care Apps DPS is managed by London Procurement Partnership (LPP) and is accessible to all UK public sector organisations.

It has been designed to keep pace with the fast-moving digital health market, allowing suppliers to join at any point during the DPS lifetime and enabling commissioners to run further competitions tailored to their specific clinical, operational, or population needs.

Clinical assurance and quality standards

LPP partners with ORCHA to provide independent assurance of all apps available on the DPS.

Every supplier must:

  • Successfully complete the ORCHA Baseline Review (OBR)

  • Achieve and maintain a minimum score of 65%

  • Undergo re-review when a major product change is identified, or as part of scheduled reassessment

This ensures that apps remain safe, compliant, and suitable for use across health and social care settings throughout the lifetime of the DPS.

The ORCHA Baseline Review (OBR)

The OBR is a structured and repeatable assessment framework used to evaluate digital health apps against key risk and quality domains, including:

  • Data protection and privacy

  • Clinical safety and risk management

  • Clinical and regulatory compliance

  • Evidence and effectiveness

  • Usability and accessibility

The review is designed to be proportionate, transparent, and scalable, supporting both innovation and patient safety. Only apps that meet the required quality threshold are eligible to be listed on the DPS.
